Net Neutrality: Response to Hypothetical Abuses

In an article at Reason Online, Julian Sanchez is quoted regarding the Net Neutrality issue:

“Hasty regulation that responds to hypothetical abuses may also prevent us from discovering benefits we haven’t yet hypothesized.”
